New Blackwell capacity in the region
- South Korea: over 260,000 NVIDIA GPUs across government and industry, over 50,000 of them through the Ministry of Science and ICT for the National AI Computing Center and the clouds of NHN, Kakao and NAVER (NVIDIA, 30 October 2025).
- Taiwan: an AI factory of 10,000 Blackwell GPUs, GB300 NVL72 racks among them, at Foxconn's Big Innovation Company, an NVIDIA cloud partner (NVIDIA, 18 May 2025).
- Singapore: EDB and IMDA provisionally allocated 200 MW of new data-centre capacity in August 2026, 50 MW each, to Digital Realty, Equinix, Keppel Data Centres and ST Telemedia Global Data Centres, chosen from more than 20 proposals; the sites will be on Jurong Island (EDB and IMDA, 21 August 2026).
Announced builds are not the same as capacity for rent: part of it serves its owners and national programmes. The operators counted above offer their capacity to outside buyers.
Export rules for advanced chips
- The US rules list a licence requirement for the top tier of advanced AI chips to every destination (15 CFR 742.6(a)(6)(iii)(A)), but BIS announced in May 2025 that it would not enforce it, except for chips going to companies headquartered in country group D:5, China among them, or in Macau, wherever those companies are (BIS guidance, 31 May 2026). The next tier needs a licence for the UAE and for countries in groups D:1, D:4 and D:5 that are not also in group A:5 or A:6 (15 CFR 742.6(a)(6)(iii)(B)). Which tier a GPU falls in depends on its performance figures in ECCN 3A090.
- Japan, South Korea, Australia and India are in country group A:5, and Singapore and Taiwan in A:6 (15 CFR part 740, Supplement No. 1).
- Malaysia: on 14 July 2025 the trade ministry made all exports, transshipment and transit of high-performance AI chips of US origin subject to a Strategic Trade Permit, effective immediately, under the catch-all control of section 12 of the Strategic Trade Act 2010 (MITI, 14 July 2025).
